Potential tense
The potential form indicates that an action is possible and is formed with れる /られる as follows:
1) Conjugation for the 一段動詞 / -ru verbs : Radical + られる
食べる : Radical 食べ → 食べられる
見る : Radical 見 → 見られる

2) Conjugation for the 五段動詞 / -u verbs : Radical + eru
乗る noru : Radical nor → 乗れる noreru
待つ matsu : Radical mat → 待てる materu
書く kaku : Radical kak → 書ける kakeru
話す hanasu : Radical hanas → 話せる hanaseru
遊ぶ asobu : Radical asob → 遊べる asoberu
読む yomu : Radical yom → 読める yomeru
泳ぐ oyogu : Radical oyog → 泳げる oyogeru

In everyday language, the ら is often omitted.

見える and
聞こえる are intransitive (=there is no agent performing the action). They are followed by が ( not を as a complement). 見える (it is visible) vs. 見られる (someone can see it)
聞こえる (it is audible) vs. 聞ける (someone can hear it)

As the weather was good, we could see Mount Fuji better (unconditionally).
あの丘を登れば、富士山が見られる。
As you climb this hill, you can see Mount Fuji.
この公園は、鳥の鳴き声が、よく聞こえる。

Another verb that contains the notion of possibility : 有り得る, 見える also as 見られる
有り得る is a compound word of 有る (there is) and 得る (get).

It is possible that the Olympic Games will be held in Okinawa.

In texts, 得る is sometimes pronounced 得る.
